The key purpose of this activity is to foster private investment in the Indonesian railway sector, within the limits of the existing legislative framework of Indonesia’s Railway Law no. 23/2007, by proposing and implementing Ministerial Regulation (Permen) for the development of Special Railways (SRs).

FUTURE INDONESIAN RAILWAYS: AN INTERFACE REPORT TOWARDS THE NATIONAL RAILWAY MASTER PLAN

Currently, Indonesia’s transportation systems and infrastructures are dominated by road‐based modes of transportation. Due to some fundamental reasons such as the extremely sectoral nature of national transportation policies and the lack of a long term vision, the national road network bears the brunt of the movement of passenger and freight across the country, overlooking other modes of transportation.

National Railway Master Plan: Consolidated Background Papers

The DraftNational Railway Master Plan (NRMP) 2010-2030 Consolidated Report draws upon seven workpapers produced by Harral Winner Thompson Sharp Klein, Inc. between November 2009 and March 2010, as well as the Draft Railway Master Plan produced by the Directorate General Railways (DGR) in April 2009. While written in the form of a draft final NRMP, it is unofficial and represents the work of the consultant team only. It may be supplemented, edited, or otherwise modified by the DGR, or used simply as a cross-check on DGR’s own work. DGR will then issue a Final NRMP that complies with the requirements for such a plan, as specified by Law 23 on Railways/2007.
