Securing Jakarta’s Future Water Supply In order to meet the future water needs of the burgeoning city of Jakarta, Bappenas and the Ministry of Public Works recently held discussions with stakeholders. Discussions focused on the technical, financial and legal considerations of the Jatiluhur to Jakarta Pipeline project. The meeting was held at the office of the Coordinating Ministry for Economic Affairs (CMEA) on 17 January 2012 and was attended by senior officials including Dr. Dedi S. Priatna, Deputy Minister of Infrastructure Affairs, Bappenas; Sumaryanto Widayatin, Deputy Minister of Infrastructure and Logistics, State Owned Enterprise Ministry; and Luky Eko Wuryanto, Deputy Minister of Infrastructure and Region Development Coordination, CMEA. Other officials from CMEA, Bappenas, Ministry of Finance, Ministry of Agriculture, Ministry of Public Works, Local Governments of Jakarta, West Java and Banten, Local Water Companies, AusAID and other related institutions also attended. IndII has been providing technical assistance to GoI to resolve the complex engineering, legal and financial aspects of this important undertaking. The IndII consultants presented their findings at the meeting and many valuable comments were provided. The inputs from the meeting will enrich the final proposal, which will be completed at the end of March 2012. |

Preparing the Future of Indonesia’s Ports: Key Port Policies and Investment PlansA workshop on 13 December 2011 at the Hotel Nikko in Jakarta, hosted by the AusAID-funded Indonesia Infrastructure Initiative (IndII), provided a forum for discussion of the National Port Master Plan (NPMP). The NPMP is being prepared by the Directorate General of Sea Transport (DGST), Ministry of Transportation with the aim of developing an efficient, competitive and responsive port system that fully supports international and domestic trade and promotes economic growth and regional development. The purpose of the workshop was to present the NPMP along with the findings of IndII consultants and to obtain input from attendees. The workshop was well attended by a range of stakeholders from Government, the private sector, donors and IndII. All of the speakers highlighted the importance of a National Port Master Plan, as the MP3EI (Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia, or The Masterplan for Acceleration and Expansion of Indonesian Economic Development) framework identifies the important role that ports play in the transport chain. A lively question-and-answer session followed the speakers’ presentations. |

The successful installation of 10,750 piped water connections for citizens in six locations in Kalimantan - Banjarmasin, Banjar, Banjar Baru, Palangka Raya, Kapuas, and Balikpapan; and 2,200 sewerage connections for households in Banjarmasin and Balikpapan was celebrated at a special event in Banjarmasin on 4 August 2011. The connections have been made possible through the output based Water and Sanitation Hibah Programme, supported collaboratively by the Governments of Indonesia and Australia working with the local district governments. The ceremony was attended by the Minister of Public Works, Ir. Djoko Kirmanto; Director General (DG) AusAID, Peter Baxter; Minister Counsellor AusAID, Jacqui de Lacy; Director General of Fiscal Balance, Dr. Marwanto Harjowiryono; Director of Housing and Settlements Bappenas, Nugroho Tri Utomo; South Kalimantan Governor, H. Rudy Arifin; and Deputy Mayor of Banjarmasin, Irwan Anshari. The Minister of Public Works and the AusAID DG highlighted the importance of adequate water and sanitation infrastructure for low income citizens. During his visit to beneficiary households, the AusAID DG expressed his happiness on learning how people’s lives are being positively impacted by the programme. |

The Indonesia Infrastructure Initiative (IndII) held a Concluding Event in Jakarta on 14 June 2011 to mark the successful scheduled completion of IndII Phase 1 on 30 June 2011. Opening speeches were delivered by Vice Minister for Bappenas Dr. Lukita Dinarsyah Tuwo, MA and AusAID Minister-Counsellor Jacqui De Lacy. This was followed by a presentation by IndII Facility Director David Ray on the key issues and lessons learned by IndII during Phase 1. The event also had parallel sessions on the transport sector and the water & sanitation sector to discuss key infrastructure issues, IndII assistance to address these issues, lessons learned and opportunities for future programming. Prakarsa Compendium – a collection of articles from IndII’s quarterly journal Prakarsa, compiled and updated into a publication – was released during the event and distributed to all participants. The event was attended by officials from key National and Local Government agencies, international donors, AusAID and SMEC representatives, and IndII consultants and staff. |

The Directorate General of Highways (DGH) is leading the way to help improve the management of regional roads in Indonesia. IndII is assisting the DGH and the local government of Nusa Tenggara Barat (NTB) in its mission of Provincial and Kabupaten Road Maintenance Management Planning (PKRMMP). Phase 1 of this project completed in October 2010 involved a review of road maintenance practices and funding at the sub-national level. Phase 2 of the PKRMMP project commenced in Mataram on 20 February 2011, at a kick-off meeting chaired by the head of the NTB Public Works Agency, Ir. H. Dwi Sugianto, MM. Drawing on the findings and recommendations of Phase 1, this phase aims to develop and demonstrate a systematic and sustainable approach to the planning, programming, and budgeting of road maintenance activities. The aim is to provide a model that can be adopted throughout Indonesia. |
