Question:
In regards to the tender, we would like clarify the following:
Can 2 different firms bidding for a different package have some personnel that are the same?

CLARIFICATION #2:
Questions:
We request you to send us clarifications on the following queries;
- Does the selected consultant need to bear the running expenses for the office?
- Is it necessary that support staff needs to be Indonesian national?
- Kindly specify the distribution of weightage of 15% among individual support staff.
- What are the minimum qualifications and experience required for support staff?
- Does ‘full –time’ for key positions mean a mix of home and field time? If yes, is there any minimum filed time requirement for the key professionals?
- What is the number of substitutes allowed during the tenure of the assignment?
- Is there any restriction on the number of firms in the consortium? If yes, kindly specify the number of firms allowed in the consortium.
- Kindly let us know when the financial proposal of the bidders will be opened. Will the bidders be informed about the financial opening?
- As specified in the RFT, bidder can submit the proposal through email. Kindly let us know how the confidentiality of the financial proposal will be maintained submitted through email.
- Please specify if the Bidders selected in the Package I & II will be given more weightage in Package III?
- Kindly specify the name of the companies who participated in the Package I & Package II.
- Will the cost of conducting workshop be borne by Bidder?
- As per Section 2.9 of RFT, the contract shall be between the Bidder and SMEC International pty ltd. Will Indii also be a party to this agreement?
- Kindly specify the further division of marks specified in the Section 2.13 of RFT.
- Let us know if CV’s need to be digitally signed for the proposals being submitted electronically.
- As specified in the Section 3.3, point e of RFT, each page of the technical proposal shall be signed by the Authorized Signatory. In case of the proposals being submitted on the email, please let us know if digital signature of the authorized signatory is acceptable.
- As per Section 3.3 point h, financial proposal shall be submitted in Australian Dollar and Indonesian Rupiah, please specify the methodology for currency conversion.
- As per Section 3.4 (Annex 1 – Relevant activities and project) Bidders are required to submit the projects completed in the last 5 years. Kindly specify if last 5 years are considered from 2004 or 2005? Also specify if Bidders can submit credentials of the ongoing assignments.
- We have assumed that the clarifications issued for Package 1 & 2 are applicable for Package 3 as well. Please confirm this understanding. Please note that we need 2 weeks for submission of the proposal after we receive clarification to queries. You are requested to extend the last date of submission of proposal accordingly.

CLARIFICATION #3:
Questions:
- As per the Terms of Reference (ToR) position of Core team leader is full time. Since this is an international position it will be difficult to relocate the expert to Indonesia on full time basis. We request you that a reasonable mix of field and home time be considered.
- We understand that for the position of Financial Economist international expert is required. The expert's time can be divided into field time and home time. Kindly confirm.
- Similarly two city team leaders positions are full time. International experts automatically gets excluded for reasons cited above. We request that a mix of field and home time be considered.
- We understand that city team leader positions can be either national or international. City level team positions are national. Please confirm this understanding.

- We expect the Team Leader to be in Indonesia during the assignment. Allocation of substantial home time will detract from the technical score.
- The same applies to the International Financial Economist

Is the provision sums of AUD 100,000, under SMEC’s Sub-Consultancy Agreement Schedule 4 attached, are inclusive under contract budget of AUD 2.0 million?

Wastewater Investment Master Plan (Package 3)
The Indonesia Infrastructure Initiative (IndII) is funded by the Government of Australia through the Australian Agency for International Development (AusAID). IndII aims to assist national and sub-national agencies improve infrastructure in Indonesia. IndII is managed by SMEC International Pty Ltd, and works primarily in the transportation and water and sanitation sectors.
SMEC is seeking proposals from consulting firms to prepare Wastewater Investment Master Plans for two cities in Indonesia. The consultancy is expected to commence in August 2010 and be completed by June 2011.
The proposed cities are Pekanbaru and Cimahi. The assignment is for the preparation of a master plan for the development of wastewater infrastructure for each city including supporting feasibility studies, institutional and financial analysis, and capacity building of local government. A key requirement will be balancing investment needs with the capacity of local government to share in the financing of the investment within the overall framework of GoI policy for assistance for development of wastewater infrastructure.
