President Director of Bekasi PDAM Dismissed

BEKASI - Regent of Bekasi, Neneng Hasanah Yasin, fired President Director of Tirta Bhagasasi Regional Water Supply Company (PDAM) of Bekasi, Wahyu Prihantono, on Wednesday. The regent assessed that during his 2.5 years directorship in the water supply company, Wahyu’s performance was considered poor. Wahyu was removed from office for failing to meet the target of clean water investment.

"We have temporarily suspended (Wahyu)," Neneng says in the letter of dismissal seen by Tempo yesterday. The letter No. 539/Kep.280-EKBANGTP/VI/2012 dated 20 June 2012 was already sent to Wahyu.

According to Neneng, the dismissal of Wahyu was based on a recommendation letter from the Board of Supervisors of Tirta Bhagasasi PDAM. The recommendation includes an evaluation and several reasons for the dismissal. The reasons for the dismissal include, among others, the fact that the investment target of Rp 50 billion in 2011 was not achieved. The target reached was only about 72 percent. "The investment includes direct connections and new networks," said Secretary of the PDAM Board of Supervisors, Riyad Oscha, yesterday.

Another reason, said Riyad, concerns the potential loss of up to Rp 40 billion. The loss potential pertains to the writing off or haircut of the PDAM’s debt by the Ministry of Finance. According to Riyad, this debt write off will be granted on conditions that the PDAM does not establish cooperation with any private or foreign parties.

In fact, President Director of PDAM, Wahyu, was building cooperation with PT Moya Indonesia, a foreign company involved in a project for developing water production in Tegal Gede, Cikarang, Bekasi Regency. This cooperation is carried out to increase water production capacity from 400 litres per second to 1,000 litres per second. "This partnership thwarted the haircut of PDAM debts," said Riyad.

According to him, the Supervisory Board has unanimously recommended Wahyu’s dismissal. "Including the colleagues of Mr. Wahyu from the Prosperous Justice Party (PKS), who are members of the Regional House of Representatives," he said.

President Director of PDAM, Wahyu Prihantono, claimed to be taken by surprise at the sudden dismissal. "I did not expect this," he said.

Wahyu claimed he would consider filing a complaint to the State Administrative Court. He considered his dismissal unwarranted. He said that the Board of Supervisors never warned him about any mistakes made during his tenure. This termination of employment, he said, is like eating, then the plate is suddenly taken. "I should have served until December 2013," he said.

Tirta Bhagasasi PDAM serves residents in the city and regency of Bekasi. The number of customers is 153 thousand people and there is a waiting list of 70 thousand people. Distribution of water in the north and south of Bekasi Regency has not been sufficient because the areas are difficult to reach by the water pipe installations. People still consume lime water and sea water.

According to Wahyu, the cooperation for increasing water production capacity in Tegal Gede for the southern area will increase the number of new customers by up to 40 thousand households.
