IndII is currently in its second program phase, which will finish end-June 2015. The first phase of IndII was completed in June 2011 with a full wrap-up of the program at the Phase I Concluding Event. Water and Sanitation is the largest of IndII's program components. At the core of this component is an innovative program that uses results-based financing to incentivise increased investment in water and sanitation infrastructure and other reforms at the local level. Most well known in this regard is the output-based Water Hibah grant, which in phase I of IndII delivered piped water to 78,000 poor households, and is being extended in phase 2 to connect approximately another 280,000 households. In addition to grant programming, the Watsan program has undertaken major project preparation activities by completing eight city-level wastewater master plans, which lay the foundation for further development and possible implementation in IndII Phase II. These large grant and project preparation activities are complemented by a number of other activities that focus on strengthening the external governance environment for water and sanitation service delivery, such as the Nusa Tenggara Barat/Nusa Tenggara Timur (NTT/NTB) water governance program, and the design of the Water and Sanitation Service Index (WSSI).

The IndII Transport component covers both roads' and non-roads' activities. The largest program of the roads' component has been the road safety program which has focussed on developing institutional capacity for road safety audits and blackspot improvements at Directorate General of Highways, and in building cross-agency coordination. The roads program has also delivered an integrated package to improve overall governance of the national highways network and has included activities to support policy reform, institutional change, budget planning and performance accountability, network planning, and design standards and contracting improvements.

The non-roads' program targets local and emerging national transport challenges through a series of urban mobility interventions at the local level (including a small grants program for bus infrastructure in Solo and Palembang); and has assisted the Ministry of Transport in providing key input on necessary regulatory and institutional frameworks to support recent sector reforms in rail, sea and air transport (primarily through sector master plan development).

IndII's third component, known as Policy and Investment (P&I), has supported a range of important policy, financial, regulatory, governance and investment activities relating to infrastructure - in many cases on a cross-sectoral basis. These activities has included work on audit and other governance reforms in infrastructure management, Public Service Obligations (PSOs), Public Private Partnerships (PPPs), water utility (PDAM) financing as well as other infrastructure-related financing initiatives (including business case development and feasibility studies for select water pipeline projects).

The component also covers institutional reform in local government services delivery, as well as assistance on inter-governmental capital grants' transfers. Through the P&I component, IndII has also provided support for telecommunications regulatory reform, to continue a successful initiative commenced under earlier AusAID programming.
